Born in Berea, Kentucky on August 5, 1951, he grew up in Ludlow, Kentucky with his parents Warren and Pauline and two older brothers Gerald and Alvin “Pete” Carpenter. In his spare time, Perry loved to fish, barbecue and cook, and spend time with his pets, family, and friends. He was also a member of American Legion Post No. 20.

He is preceded in death by his parents and brothers. Survivors are his wife Nancy Carpenter, step-daughter Stephanie Carter, both of Galveston, Texas, and sister-in-law Marilyn and niece Dana.
